MOTION URGING THE PLENARY OF THE TORRE PACHECO CITY COUNCIL TO APPOINT MR.

LAUREANO BUENDIA PORRAS AS OFFICIAL CHRONIST OF THE MUNICIPALITY.Motion presented by the non-attached councilor Ms.

Mercedes Meroño Marín of the Hon.

Torre Pacheco City Council for inclusion in the agenda of the next plenary session of the City Council, for its debate and approval, urging the Plenary of the Torre Pacheco City Council to appoint Mr.

Laureano Buendía Porras as Official Chronicler of the municipality and under the established by Law 7/1985, of April 2, regulating the bases of the local regime and Royal Decree 2568/1986 of November 29, which establishes the regulations for the organization, operation and legal regime of local entities, art.

97.3 and municipal organic regulation.STATEMENT OF MOTIVESThe Official Chronicler is a figure with deep roots and historical tradition in Spanish municipalism, to the point that in our region, a large number of City Councils have this important institution that develops a transcendental task both of rescuing the collective memory, as well as the conservation and diffusion of our culture, traditions, heritage, and of course our history.

That History that we must not only know and study, but also disseminate so that the past is not forgotten and make it available to all those who have the curiosity or need to know the origins of our town, as well as the different historical and social events that have been developed to this day and that make Torre Pacheco what it is today.In words read in a publication, the Chroniclers are “the memory of the people, guardians of that memory, custodians of the history of the people”, therefore, it is considered that the figure of the Official Chronicler, both in honor of their tradition and of the usefulness of its task, it is worthy of being revitalized to continue and develop the full content of its obligations.We do not have the slightest doubt that in our town there are and have been illustrious people who have made great contributions to society, of which we feel proud, from humility we cannot fail to remember Mr.

Joaquín Ferrándiz Gutiérrez, Official Chronicler of the Villa de Torre Pacheco which was named as such on July 21, 1990 and Favorite Son of the Villa in 2005 and to which it is owed, among thousands of things, the flag and the municipal coat of arms as a result of the analysis carried out by him in the year 1945, serving as the basis for the creation of the official coat of arms.

Joaquín unfortunately left us on November 15, 2015 at the age of 96 and from that day on he left us a hole in the history of our people.That is why we consider it essential that Torre Pacheco count on an Official Chronicler as soon as possible to carry out, coordinate and direct campaigns in defense of our historical, monumental and human values ??of our people, rescue them, study, classify, value them and especially spread them.In our town, we are fortunate to have citizens who are passionate about local history.

Actively collaborating in this recovery and dissemination of events and historical figures of our municipality.One of these people is Mr.

Laureano Buendía Porras, pachequero and lover of our town, known among his friends and colleagues as a good, competent and generous man, a great researcher and a lover of history, sharing his knowledge and helping others, also contributing documents of great interest to our municipal archive.He Torre Pacheco lives it, likes it and feels it, that's how colleagues have described it. Laureano Buendía Porras was born on May 1, 1978 into a working family.

His parents are José Buendía Pedreño, a bricklayer by profession, and Ángeles Porras Zamora, first a farm worker; High school janitor and caretaker, after obtaining the title of school graduate and FP1 at the Torre Pacheco adult school and passing two public examinations.

Grandson of Laureano Buendía Ros and Antonia Pedreño Castillo, on his father's side; and Fulgencio Porras Peñalver and Rosario Zamora Meroño, on the maternal side.He began his studies at the Garre Alpañez de Balsicas school, his hometown, where he will complete the EGB, until his jump to the BUP in 1992.

Said high school studies will be carried out at the Ruiz de Alda Institute, in San Javier, between 1992 and 1995, completing with the COU (course 95/96) his training in secondary education.From an early age he had expressed interest in History and verbalized his intention to study it, a fact that became a reality in 1996 when, after passing the Selectivity, he was admitted to the Bachelor of History at the University of Murcia (UMU), his first option selected for higher studies.

During four years he will carry out the aforementioned career, graduating with a degree in History in 2000.

Starting, a few months later, the CAP (Course of Pedagogical Adaptation) for the exercise of Teaching.

During its development, it will carry out teaching practices at the IES Mar Menor, in San Javier; obtaining such training in May 2001.The year 2001 can be considered a key year, as two outstanding events will take place in it.

One will start working as a teacher at the Mar Menor Adult Education Center (CEA) in Torre Pacheco, working there until the 12/13 academic year.

Two, is the year of its first publication, together with Vicente Montojo Montojo, archivist of the Provincial Historical Archive of Murcia, "Torre Pacheco in the Modern Age: from manor to peasant repopulation" in the Murcian magazine Murgetana, of the Real Academia Alfonso X the Wise.

During this period, he will carry out more works of a historical nature: in 2002, with Professor Julio D.

Muñoz Rodríguez, the article “New powers for new spaces.

The deputies of the Murcian navy in the political structure of the territory (XVIIXVIII century) ”, in the aforementioned magazine.In 2004, he presented a communication to the VII International Congress of the ADEH, University of Granada, “A model of occupation and control of space: the Aguirre in the Campo de Murcia (XVII-XIX centuries)”; while, with the University of the Sea (UMU), he participated as a collaborating professor in the course "Local History and Heritage: Los Alcázares, a municipality of the Mar Menor".

Later, between 2005 and 2006, he will develop the master's degree in “Direction of Historical-Cultural Resources.

New professional perspectives ”, by the University of Murcia.At the same time, he will continue with his research work participating, in 2007, with Vicente Montojo Montojo, in the Torre Pacheco Historical Research Contest, IV Centenary of the Foundation of the Parroquia Nuestra Señora del Rosario de Torre Pacheco, with the title of the work : "Torre Pacheco in its history".In 2008, he was part of the UMU research team that will prepare the History of Los Alcázares, in addition to republishing in the Murgetana magazine the article “The Local Treasury in question: the Murcia Council in defense of its rights over its own fishing of the Encañizada (1750-1817) ”.

At that time, he made a parenthesis in his research activity to dedicate himself to public service in the exercise of active local politics as a councilor for the Spanish Socialist Workers Party in the legislature from 2007 to 2011.In 2010, after holding the competition, he obtained the position of Technical Professor of Community Services.

After completing the mandatory transfer contest, he obtained a final destination for the 13/14 academic year at the IES Juan Sebastián Elcano, in Cartagena, where he currently works as a member of the Guidance Department.

At the same time, 2010 is the year in which he married his current wife, Silvia Martínez Murciano.He will resume his research work with the presentation, in June 2015, "Occupation and control of the territory: civil, military and religious power in Torre Pacheco", for the Department of Culture of the Torre Pacheco City Council.

To which will be added a hobby that has not been discovered until then, that of collaborating on the radio.

Specifically, from November 2016 to July 2017, he will participate in Onda Regional de Murcia (ORM) with the “Historiando” section, within the program “La Radio del Siglo”, directed by Jacinto Nicolás.Para Laureano, 2018 se convierte en un año importante en su actividad como historiador.

En abril, junto con el profesor Pablo Javier Cabrera Castro, realizaba la conferencia, tras una intensa labor investigadora y de recuperación de la memoria histórica, “Mi nombre es Bibiano, pero me gustaría que me llamaseis Gonzalo”, sobre la biografía del maestro y alcalde de Torre Pacheco Bibiano Perona Ruiz, en la antigua Casa Consistorial y que, a su vez, supuso el reconocimiento de esta persona con la denominación de una calle.

En junio, veía la luz el texto de la conferencia realizada un año antes, “La Encañizada del Mar Menor: tradición y conflictividad (ss.

XVIII-XIX)”, en Las Encañizadas de San Javier y los frutos del mar, publicado por el Ayuntamiento de San Javier.

En noviembre, realizaba la ponencia “El constitucionalismo español durante el siglo XIX.

El caso de San Javier”, dentro de las jornadas 40 años de Constitución, 1978-2018.En la actualidad prosigue con sus investigaciones.

Pendientes de publicación se encuentran dos trabajos: uno, en Murgetana, titulado “La oportunidad de las élites locales en el Campo de Murcia.

La familia Roca como modelo de ascenso social y control del territorio (ss.

XVII-XIX)”.

Otro en la revista de la Universidad de Granada, Chronica Nova, denominado “Espacios de sociabilidad: La Cofradía de Benditas Ánimas en la parroquia de Torre Pacheco (ss.

XVIII-XIX)”.

Por último, forma parte del equipo investigador de la Universidad de Murcia que ha elaborado el texto de Historia de San Javier y que también está pendiente de publicarse.Por otra parte, continúa con su papel de colaborador en Onda Regional de Murcia, desde marzo de 2020, en la tertulia cultural de los jueves del programa dirigido por Jacinto Nicolás, “Tarde Abierta”.Laureano continúa con su labor docente, por un lado, e investigadora, por otro, sobre temas del municipio y del Mar Menor.Como dispone el Real Decreto 2568/1986 de 28 de noviembre, por el que se aprobó el Reglamento de Organización, Funcionamiento y Régimen Jurídico de las Entidades Locales en su art.

50.24, corresponden al Pleno las siguientes atribuciones: Conceder medallas, emblemas, condecoraciones u otros distintivos honorarios y conferir títulos de hijos predilectos o adoptivos o de miembros honorarios de la Corporación.MOCIÓN Por todo lo expuesto, para que las generaciones siguientes sepan quienes eran y que hicieron los que hoy dirigen los pasos de Torre Pacheco, Dña.
